A Korean homeless man died of cancer without being able to use his life savings, because he could not prove his identity. Read this heart wrenching story by Choe Sang-Hun of the New York Times. Unfortunately, the anti-corruption law passed 1993 had its unintended consequences. Mr. Na Hae-dong died before the Korean courts could make an exception to his case.
